Answer:
This happens because the SMTP server is rejecting IP addresses from DSL or Cable Modem connections where your IP address is not static, and you are not connecting to your ISP's SMTP server but rather some other SMTP server on the Internet. Typically, website owners will want to use the SMTP server on their web server from an ISP connection (such as ComCast) but find it blocked.
